The government has released detailed guidelines for setting up EV charging and battery swapping stations under its flagship PM E-DRIVE scheme. This roadmap appears to be one of the more practical approaches seen in this space so far.
The Ministry of Heavy Industries has outlined the blueprint—who can establish charging stations, subsidy amounts, and technical specifications required. This serves as the playbook that investors, businesses, and state bodies have been anticipating.
Eligibility for EV Charging Subsidy in India
Unlike previous policies favoring private players, the new guidelines have broader scope. Eligible entities include:
- Central ministries
- CPSEs (Central Public Sector Enterprises)
- Autonomous bodies
- State and Union Territory governments
EV charging points will therefore appear in railway stations, bus depots, airports, universities, and hospitals—a visibility boost for electric mobility.

PM E-DRIVE Scheme Subsidy Structure
The scheme has allocated ₹2,000 crore to support 72,300 new charging and swapping stations nationwide.
Subsidy breakdown:
- Government-owned public locations: 100% subsidy for both infrastructure and EVSE
- Airports, toll plazas, ports, etc.: 80% subsidy on infrastructure + 70% on EVSE
Priority deployment will focus on:
- High-traffic zones
- State capitals & smart cities
- National and state highways
Benchmark Costs for EV Chargers
The government has set benchmark prices to prevent price inflation:
- 50 kW DC charger → ₹6.04 lakh
- 50 kW CCS-II charger → ₹7.25 lakh
- 100 kW CCS-II charger → ₹11.68 lakh
- Above 150 kW → ₹24 lakh
“Upstream infrastructure” includes transformers, cabling, and civil works. EVSE covers charger units, connectors, and software.

EV Charging Targets Under PM E-DRIVE
Ambitious targets include:
- 22,100 fast chargers for four-wheelers
- 1,800 chargers for buses
- 48,400 units for two/three-wheelers
All stations will integrate with the National Unified EV Charging Hub—a digital platform aligning with global best practices as seen in Norway’s successful EV adoption model.
