  • NDMC doubles parking charges in Delhi to curb rising air pollution – check new rate

    Delhi Parking Charge News: Amid the rising pollution problem in the national capital Delhi, people will now have to shell out more for parking. To control the rising air pollution, the New Delhi Municipal Council (NDMC) has increased the parking charges.

    NDMC has decided to double its parking charges in the Lutyens Delhi area, so that people leave their vehicles and use public transport.

    When will double charges be collected?

    Let us tell you that the second phase of Graded Response Action Plan (GRAP) has been implemented to control pollution in Delhi. NDMC said in its order, ‘Keeping in view the climatic conditions, the parking fee (off road / indoor) for parking managed by NDMC has been doubled till the second phase of GRAP is in force.’ It said that the increase in fee will not be implemented for monthly pass holders for on-road parking spaces and parking. NDMC has directed strict compliance with the order with immediate effect.

    Why was this decision taken?

    A senior NDMC official said, ‘Keeping in mind the increasing pollution in Delhi, the New Delhi Municipal Council (NDMC) has decided to double the parking fee to encourage people to travel by public transport.’ The Municipal Corporation of Delhi (MCD) has not increased the parking fee so far and the proposal for the increase is pending for approval in the House.

    How much will I have to pay for parking?

    Under the normal parking charges at NDMC parking lots, 4 wheelers are charged Rs 20 per hour (maximum Rs 100 for a day), while 2 wheelers are charged Rs 10 per hour. After this decision, where earlier it used to cost Rs 20 per hour to park a vehicle, now people will have to pay Rs 40 per hour.

    This decision of the Municipal Corporation has come at a time when Delhi has been experiencing smog in the morning for the last few days and the air quality of the national capital is being recorded in the ‘very poor’ category. Last year also, parking fees were doubled after the implementation of GRAP-II on October 21.

    More metro trips to control pollution in Delhi

    Delhi Environment Minister Gopal Rai on Tuesday announced several measures to control the rising level of pollution, including additional metro train trips, deployment of more than 6,000 MCD employees to control dust on the roads. Along with this, more than 1,800 traffic personnel will be deployed at 97 crowded places. Gopal Rai made this announcement after the implementation of the second phase of the Gradual Response Action Plan (GRAP) here in view of the increase in pollution levels in the national capital. Rai said that he has written a letter to his counterparts in neighboring states like Uttar Pradesh, Rajasthan and Haryana and urged them not to send diesel buses to Delhi. He alleged that pollution in neighboring states has a major contribution to the pollution level in Delhi.

  • Singapore: Ex-transport minister S Iswaran not facing corruption charges, convicted on five counts

    Hearing a case against Singapore’s former transport minister of Indian-origin S Iswaran on Tuesday, the High Court convicted the 62-year-old on five counts after he pleaded guilty to lesser charges of obtaining gifts as a public servant. Iswaran was not facing corruption charges. As per reports, Deputy Attorney-General Tai Wei Shyong said the prosecution would replace two corruption charges with two lesser charges under Section 165 of the Penal Code.

    Soon after that, Iswaran admitted to four charges under Section 165 of the Penal Code, which forbids all public servants from obtaining any valuable thing from someone involved with them in an official capacity, and one charge of obstruction of justice.

    As per CNA, another 30 charges will be taken into consideration for sentencing.

    Iswaran’s charges relate to his interactions with property tycoon Ong Beng Seng and construction firm boss Lum Kok Seng. Both businessmen have not been charged. The valuables involved in all the charges include tickets to theatre shows, football matches and the Singapore F1 Grand Prix, whisky, international flights and a hotel stay.

    The amount involved is more than SGD 400,000.

    While the prosecution sought a jail term of six to seven months for the former minister, his defence has argued for no more than eight weeks in prison, only if a jail term is warranted.

    Interestingly, Iswaran, who pleaded guilty at the start of trial, for months said he would contest to clear his name.

    What are the amended charges?

    In the first amended charge under Section 165, the former lawmaker is now charged with obtaining from Ong, “for no consideration”, 10 Green Room tickets (worth SGD 48,150), eight Twenty3 tickets (worth SGD 56,068) and 32 general admission tickets (worth SGD 41,216) for the Singapore F1 Grand Prix in September 2022, CNA reported.

    In the second amended charge, also under Section 165, the ex-transport minister is now charged with obtaining from Ong, again “for no consideration”, a private jet flight to Qatar (worth about SGD 10,410), a night’s stay in Four Seasons Doha (worth about SGD 4,737), and a business class flight from Doha to Singapore (worth about SGD 5,700) in December 2022.

    The original charges, which were filed under the Prevention of Corruption Act, had stated that the former minister had “corruptly” obtained these gifts from Ong in exchange for aiding Ong’s business interests.

    Iswaran’s trial is the first ministerial corruption trial in Singapore in nearly half a century.

    Former cabinet minister Wee Toon Boon was found guilty of accepting gifts in exchange for favour to a businessperson in. He was jailed in 1975.

  • SEBI Slaps Charges on Nippon Life India Asset Management Amid Serious Legal Troubles

    The capital markets regulator has imposed fines on Nippon Life India Asset Management Ltd. and Nippon Life India Trustee Ltd., amounting to Rs 2 lakh and Rs 1 lakh, respectively, for inappropriately charging the total expense ratio (TER) of various schemes to the asset management company’s accounts.

    The Securities and Exchange Board of India (Sebi) prohibits such practices to maintain fairness among large and small asset management companies (AMCs), reduce portfolio churning, and ensure transparency in expenses.

    In an order dated August 8, Sebi noted that the AMC had borne excessive expenses for a few of its schemes and that the trustee failed to ensure compliance with regulations.

    On October 22, 2018, Sebi issued a circular mandating that all scheme-related expenses, including commissions paid to distributors, must be paid from the scheme itself and within regulatory limits, rather than from the books of the AMC or related entities. During Sebi’s investigation, it was found that in five of the AMC’s exchange-traded funds (ETFs), less than 1% of the expense was charged to the schemes, while certain other scheme expenses were charged to the AMC’s books, which was alleged to be in violation of the October 2018 circular.

    AMCs are permitted to cover expenses that are “very small in value but high in volume” from their books, up to a maximum of 2 basis points (bps) of the respective scheme’s assets under management (AUM). However, in this case, expenses exceeding this limit were charged to the AMC’s books for FY21 and FY22.

    Although the AMC and its trustees argued that the schemes in question were ETFs and Fund of Funds (FoFs), primarily oriented toward direct plans, Sebi’s order emphasized that the October circular applies to all types of schemes without exception.

    The order stated that allowing varied practices could create disparities in the mutual fund industry, where profitable or well-funded AMCs could afford to cover scheme expenses from their books while smaller AMCs could not. It added that the objective of the TER circular is to enhance transparency in expenses and reduce portfolio churning, not to permit inconsistent practices. Consequently, Sebi rejected the AMC and trustee’s arguments as untenable.
