  • Indian-origin Singaporean NS defaulter to serve 14 weeks in jail after appeal dismissed

    A 28-year-old Singaporean of Indian origin, who defaulted on his mandatory national service (NS) obligations by staying in India even after the expiry of his permit, is to serve 14 weeks in jail after his appeal against his conviction and sentence was dismissed by a court in the city-state.

    A High Court panel on Wednesday, March 19, rejected Naresh Kumar Nagesvaran’s claim that he did not know he needed an exit permit to remain in India for his studies as his late mother had been handling all the correspondence with the Central Manpower Base (CMPB), an enlistment centre, until late 2018.

    The panel comprising Chief Justice Sundaresh Menon, Justice Tay Yong Kwang and Justice Vincent Hoong upheld the lower court’s decision to sentence Nagesvaran to 14 weeks in jail.

    Nagesvaran, who was born in Singapore, left for India with his mother and sister in 2004 when he was seven years old. The court was told that his Singaporean father had abandoned the family, reported The Straits Times newspaper.

    In 2009, when he turned 13 years old, a notice was sent to his last-known address in Singapore to inform him of his NS liability. It stated that he had to apply for a valid exit permit if he intended to remain overseas for longer than three months.

    Nagesvaran subsequently obtained exit permits for two consecutive periods, which allowed him to remain outside of Singapore.

    The first, which was valid from January 30, 2010 to January 28, 2012, was applied online.

    The second exit permit was applied for over the counter at the CMPB in Singapore on January 3, 2012. This permit was valid from January 29, 2012 to September 30, 2013.

    He returned to Singapore on April 7, 2019 – about five and a half years later than he was allowed – and was arrested at the airport.

    He started his national service later that year.

    He was then charged with failing to return to Singapore by the period stipulated in the second exit permit.

    Nagesvaran contended that no one told him when he was 13 years old that he had NS obligations in Singapore, or that he had to obtain a valid exit permit to remain in India.

    He claimed that he became aware of his NS obligations only in late 2018.

    However, the prosecution presented evidence that Nagesvaran had accompanied his uncle to Central Manpower Base (CMPB) on January 3, 2012 to apply for the second exit permit.

    His travel records showed he was in Singapore from December 25, 2011 to January 10, 2012 – the period coincided with his application date.

    Nagesvaran insisted that he had remained outside the CMPB premises while his uncle went to the counter.

    He also tried to distance himself from a letter that was sent to CMPB on February 18, 2014.

    The letter, which was signed with his name, sought an extension of his exit permit. He denied signing the letter and suggested that his name was written in his mother’s handwriting. His mother died in June 2019 after a long battle with cancer.

    In convicting him in 2023, district judge Luke Tan ruled that the offence was of strict liability in nature.

    A strict liability offence is one where a person would be convicted as long as the prosecution can prove the act was committed, regardless of the person’s intent or knowledge.

    This meant the prosecution did not need to show that he was aware that he had to return to Singapore before his exit permit expired.

    In any event, the district judge found that Nagesvaran knew of his NS obligations as he had accompanied his uncle to CMPB and that he had signed the letter to the CMPB.

    Chief Justice Menon noted that it was incumbent on the defence to present expert evidence to support its claim that the February 18, 2014 letter was signed by someone else.

    He added that the defence also did not call Nagesvaran’s uncle to testify about the CMPB visit.

    In response to queries, a Defence Ministry spokesperson said that since the High Court set out the sentencing framework for NS defaulters in 2017, 29 defaulters, including Nagesvaran, have been sentenced to imprisonment.

    The Securities and Exchange Board of India (SEBI) has decided to remove the linkage of its digital Management Information System from employee appraisals.

    The regulator is now reassessing its performance review methods to bring in a more balanced approach, according to an NDTV Profit report.

    An internal circular has been issued regarding these changes. While the SEBI is working on modifying its review process, it will not completely discard the older methods but rather re-evaluate them for improvement, the report said.

    The concept of Key Responsibility Areas (KRAs) has been a part of the bSEBI’s system for over 20 years. However, like any evolving system, the regulator is now considering changes to make performance assessments more effective.

    Previously, the SEBI employees’ performance appraisals were significantly influenced by the digital Management Information System (MIS).

    The system tracked targets achieved and success rates, which played a crucial role in determining career progression.

    However, this approach led to concerns as some departments felt that their work was not accurately represented through numerical targets, the report added.

    Now, under the leadership of the new SEBI Chairperson, Tuhin Kanta Pandey, there has been a shift in approach.

    According to the report, the focus has moved from quantity to quality, with less emphasis on rigid performance measurements.

    Reports also indicated that Chairperson Pandey has been actively engaging with employees across departments to address their concerns.

    Meanwhile, the market has reduced the timeline for completing rights issues from 126 days to just 23 days. The new rules will come into effect from April 7, allowing companies to raise capital faster.

    In a circular on March 12, the SEBI also introduced more flexibility in allotting shares to specific investors in rights issues.

    Under the revised framework, rights issues must now be completed within 23 working days from the date the company’s Board of Directors approves the issue.

    According to the market regulator, companies must keep the rights issue open for at least seven days and a maximum of 30 days.

    India’s Minister of Ports, Shipping, and Waterways, Sarbananda Sonowal, is leading the charge for this collaboration, with a focus on enhancing green shipping and digitising India’s ports to make the nation a global maritime leader.

    Sonowal, accompanied by key representatives from Indian ports, shipyards, and maritime institutions, will visit Singapore next week to solidify the partnership with local industries.

    This visit coincides with the Singapore Maritime Week, taking place from March 24-28, where industry experts will gather to explore new opportunities in shipping and port modernization.

    Singapore, with its strategic location and robust maritime infrastructure, is keen to support the growing industrialisation of the sector, including shipyard upgrades and the development of shipping capacity.     Thales announced the findings of its 2025 Digital Trust Index – Consumer Edition, revealing a universal decline in trust for digital services compared to this time last year. Across 13 different sectors, only insurance, banking and Government saw either their trust level remain unchanged or increase very slightly. When asked which sector they trusted with their personal data, not one sector reached above 50% approval. Thales surveyed over 14,000 consumers across 14 countries about their online relationship with brands and services, their privacy expectations, and how brands can earn their trust.

    This decline in trust comes as nearly one in five (19%) have been informed that their personal data has been compromised in the past year. Consequently, 82% have abandoned a brand in the past 12 months due to concerns about how their personal data was being used.

    Global trust index ranking

    Banking emerged as the most trusted sector for the second year in a row. However, the research found a stark demographic shift, peaking at 51% of over 55s, and languishing at just 32% of Gen Z consumers (16-14-year-olds).

    Government organisations are the only sector where trust increased compared to the previous year, with 42% of global citizens ranking them as a top trusted sector with their personal data, compared to 37% last year.

    News media organisations polled the lowest, with only 3% of citizens ranking them as a top trusted sector. Social media, logistics, and automotive sectors only ranked marginally higher, at 4% each.

    Commenting on the findings, Sebastien Cano, Senior Vice President, Cybersecurity Products at Thales said: “Global trust in digital services is decreasing or remaining stagnant at best, even among highly regulated industries. One area that does not remain stagnant is the threat landscape. Consumers are more aware than ever before of online threats, and the consequences of their data falling into the wrong hands. As cyber threats evolve so does consumer scepticism, and brands must continuously adapt their security measures to stay ahead and rebuild confidence.”

    Too much onus on consumers

    More than four in five (86%) of consumers expect some level of data privacy rights from the companies they interact with online. However, amidst growing concerns about data privacy, 63% believe that too much onus is placed on the consumer when it comes to data protection. Over a third (37%) said that they only shared their personal data with an organisation because it was the only way to access a product or service. Only 34% said it was because they trusted organisations to use this data sensibly.

    This frustration is also evident when it comes to customer experience. Whether it’s being kicked out of an online queue, being presented with price fluctuations, or experiencing downtime on a website, one in three consumers (33%) voiced frustration with ecommerce, directly caused by bad bots manipulating the customer purchasing process.

    Despite this growing scepticism, customers have been clear about their expectations. 64% of consumers said that their confidence in a brand or service would significantly increase if it adopted and implemented emerging or advanced technologies such as passwordless authentication, biometrics, multifactor authentication, and responsible use of AI.

    “The Thales Digital Trust Index findings should be alarming to enterprises that conduct business online. The global decrease in digital trust is not only quantifiable, but preventable. Deploying modern Customer Identity Access Management (CIAM), Fraud Reduction Intelligence Platforms (FRIP), GenAI, and data privacy protection solutions properly, with optimising the customer journey as the primary design principle, will lead to better business and consumer outcomes,” said John Tolbert, Director of Cybersecurity Research at KuppingerCole Analysts.

    India’s agricultural exports record double-digit surge as farm sector bounces backsocial media

    India’s exports of agricultural and processed food products have recorded a robust 13 per cent increase to $22.67 billion during April-February in the current financial year compared with the same period of the previous year, reflecting the strong performance of the farm sector.

    According to data compiled by the Directorate General of Commercial Intelligence and Statistics, rice exports, including basmati and non-basmati varieties, jumped by 21 per cent during the 11-month period to over $11 billion from $9.32 billion in the same period last year.

    The government started easing restrictions on rice exports in September 2024 on prospects of bumper crops, around a year after they were imposed to check food inflation in the domestic market fuelled by local shortages in a poor monsoon year. These restrictions have been removed. This had led to a decline in exports during 2023-24.

    Rice exports increased by 13.21 per cent to $1.19 billion in February this year from $1.05 billion in February last year, the latest figures show.

    Meanwhile, India’s tea exports touched a 10-year high at 255 million kg in 2024 despite the uncertainties in the global market triggered by geopolitical tensions, data compiled by the Tea Board of India shows.

    The country’s exports shot up by a robust 10 per cent during the year from the corresponding figure of 231.69 million kgs recorded in 2023, according to the figures.

    The average price of Indian tea in the export market also went up by 10 per cent, bringing welcome relief to the tea industry which had been hit by inclement weather in 2023.

    There was a sharp increase in shipments to Iraq, accounting for 20 per cent of tea exports, and merchants are expecting to send 40-50 million kg to the West Asian country this fiscal, he said.

    Indian exporters, who entered several markets of West Asia when the Sri Lankan crop was low, managed to retain the shipment volumes there, he said.

    India exports tea to more than 25 countries with UAE, Iraq, Iran, Russia, the US and the UK as the major markets.

    India is among the top five tea exporters in the world accounting for about 10 per cent of total world exports. India’s Assam, Darjeeling, and Nilgiri tea are considered one of the finest in the world. Most of the tea exported out of India is black tea which makes up about 96 per cent of total exports. The other varieties include regular tea, green tea, herbal tea, masala tea and lemon tea.
