The Reserve Bank of India’s Governor, Sanjay Malhotra, unveiled a new national strategy on Monday designed to enhance financial inclusion across India through 2030.

The ‘National Strategy for Financial Inclusion (NSFI): 2025-30’ promotes an integrated ecosystem approach, focusing on delivering consistent and accessible financial services to all citizens. It outlines five core objectives, termed ‘Panch-Jyoti,’ along with 47 actionable measures to foster widespread financial participation.

Key initiatives include implementing gender-focused strategies to empower women economically and developing tailored approaches to strengthen financial resilience among underserved communities. The plan prioritizes equitable access to affordable financial products that meet diverse needs while safeguarding household and micro-enterprise finances.

The strategy also emphasizes aligning financial inclusion efforts with livelihood programs, skill development, and support ecosystems. Governor Malhotra highlighted the success of the previous five-year plan ending in 2024 during his introductory remarks.

Additional components involve enhancing financial literacy to build fiscal responsibility and reinforcing consumer protection measures, including robust grievance-resolution mechanisms. The framework was developed by the Technical Group on Financial Inclusion and Financial Literacy (TGFIFL) through nationwide stakeholder consultations.

The strategy incorporates input from multiple regulatory bodies and ministries, including the Departments of Economic Affairs and Financial Services, SEBI, IRDAI, PFRDA, NABARD, the National Skill Development Corporation, and the National Centre for Financial Education.
