Kyoto to impose Japan’s highest-ever hotel tax from March 2026

Visitors staying overnight in Kyoto will encounter significantly higher accommodation taxes starting March 1, 2026. The new rates, formally approved by Japanese authorities following Kyoto City Council’s earlier decision, represent increases of up to tenfold for certain pricing tiers.

As one of Japan’s premier cultural destinations, Kyoto draws countless travelers seeking its Buddhist temples, historic gardens, architectural heritage, and geisha culture. These attractions have increasingly strained local infrastructure and preservation efforts.

The revamped taxation model calculates charges based on nightly accommodation costs per guest.

City representatives confirm the tax revenue will enhance Kyoto’s global tourism appeal through infrastructure improvements. Funding priorities include transportation safety upgrades, promotion of underappreciated cultural sites, heritage conservation, and solutions for overcrowding and environmental pressures.
